James Stockard (MUP 68, LF 78) to teach, conduct research in Scotland with Fulbright U.S. Scholar Award

The Fulbright Program has awarded a Fulbright U.S. Scholar Award to James Stockard (MUP ’68, LF ’78), an expert in affordable housing and community development who curated the Harvard Graduate School of Design’s Loeb Fellowship for 16 years. Through the Fulbright award, Stockard will teach and conduct research on social housing at Scotland’s Glasgow School of Art (GSA) from January 2016 to June 2016.

Currently a lecturer in housing studies at the GSD, Stockard is interested in comparing social-housing approaches in Britain and the United States. He will co-teach a research seminar for fourth-year architecture students at the GSA and, drawing on his Loeb Fellowship experience, will consult with the Glasgow Urban Lab on the development of a fellowship program.

“It is rare to receive an opportunity for such extensive new learning in a different environment at this stage of a career,” Stockard says. “I very much look forward to growing my own knowledge and contributing experience from my career to a critically important discussion that is very active on both sides of the Atlantic. 

“As the world grows more urban every day, we must dig deep to find more creative ways to provide that most basic of human needs—decent and affordable shelter—to everyone. I’m grateful to the Fulbright Commission for giving me a chance to contribute to that work.”

Stockard served as a principal with the Cambridge-based consulting firm Stockard & Engler & Brigham for over 25 years and has worked with nonprofit groups and public agencies across the country. He has served as a commissioner of the Cambridge Housing Authority for 30 years (including six terms as chair), is a founding trustee of the Cambridge Affordable Housing Trust Fund, and is a past president of the Citizens Housing and Planning Association. He was the principal investigator for the Public Housing Operating Cost Study commissioned by the U.S. Congress and, shortly before coming to the GSD, served as the court-appointed special master for the Department of Public and Assisted Housing.
